Alternative domestic UK tier system
The idea of the following is to get to zero without the need for complex interventions, like vaccines or new medicines. This has been achieved around the world, including by New Zealand, and Republic of China.
Moreover, it doens't require top-down implementation by government. Many, though not all, people could simply choose to follow this regime, rather than Westminster's, with sufficient information.
For an area A, with first order neighbours (A^1)_i, and where N_X is the number of cases from community transmission in the last fortnight in area X:
- N_A > 0 - `Red' - Don't travel outside A, stay at home, schools closed
- N_A == 0 - `Yellow' - Don't travel outside A, schools in A needn't shut
- N_A == 0 and N_(A^1)_i == 0 - `Green' - Travel within contiguous green areas only, schools in A open
In most areas the smallest useful A is probably the District Council, or equivalent.
